Dairy has a documented history of protein-content fraud, most infamously the 2008 China melamine scandal, where an industrial, nitrogen-rich chemical was added to watered-down milk to fool the standard protein test and sickened tens of thousands of infants. The risk did not end with that scandal: India's own food regulator found two-thirds of tested milk samples non-compliant in a national survey, and the EU's official 2022 fraud-network report shows a raw dairy ingredient can carry an undetected safety failure deep into an export chain before paperwork catches up.     Melamine and other nitrogen-boosting adulterants added to fake protein content

    Milk diluted with water to increase volume, then melamine, an industrial compound with no approved food use, added to the diluted milk so that standard protein tests, which measure total nitrogen rather than true protein, still register the diluted batch as meeting spec.

    Documented by the FDA and Chinese courts in China-origin milk and milk-derived ingredients.

    Your control: Require a certificate of analysis using a melamine-specific method, not a total-nitrogen/Kjeldahl protein test alone, from an independent lab on every shipment of milk powder or milk-derived ingredient; FDA's own import alert requires exactly this lab result to release a detained shipment.

    Water, detergent and reconstituted powder cut into raw or loose milk

    Loose or bulk milk cut with water to increase volume, with detergent, glucose or reconstituted skim milk powder added to mask the resulting drop in fat and solids so a basic field test still passes.

    Your control: For loose or unbranded milk or milk powder from a new supplier, require a certificate of analysis that specifically tests for detergent, urea, glucose/starch and reconstituted solids, not just a fat/SNF (solids-not-fat) reading, since FSSAI's own survey found the fat/SNF metric alone did not catch the adulterants above.

    Undetected contamination in a raw dairy ingredient before it reaches finished goods

    Cheese cut with undeclared starch and falsely labelled with a protected geographic denomination

    Starch is added to cheese as a cheap filler without declaring it, and separately, cheese that does not meet the production rules for a protected geographic denomination (PDO/PGI, e.g. a specific regional name) is labelled with that name anyway to capture the price premium.

    Your control: Require a certificate of analysis that specifically tests for starch and other non-dairy fillers, not only a fat/protein reading, and for any cheese sold under a protected geographic denomination, verify the producer is a current, registered member of that denomination's official consortium or control body.

Is melamine adulteration only a historical, 2008-era risk?

No. FDA's import alert covering melamine in food products containing milk remains active today and was last revised in 2025, meaning the agency still requires independent lab verification before releasing an affected shipment. The control, not just the memory of the scandal, is still in force.

Does a fat/SNF reading on a certificate of analysis prove milk was not adulterated?

Not on its own, per FSSAI's own national survey: the adulterants it found most often (water, skim milk powder, glucose, detergent) are specifically ones a generic fat/SNF reading can miss. Ask for a test that names the specific adulterant, not a generic quality score.

Does this fraud risk sit only with finished dairy products, or with raw ingredients too?

The EU's own 2022 case shows a raw dairy ingredient, anhydrous milk fat in that instance, can carry an undetected failure into a much larger finished-goods supply chain. Treat a bulk ingredient purchase with the same traceability requirement as a finished retail product, not less.

Does a protected geographic denomination (PDO) name on a cheese label guarantee it is genuine?

No. Europol's own OPSON IX operation found cheese labelled with a protected denomination that did not meet the production rules for it, alongside separate cheese adulterated with undeclared starch. Verify the specific producer's current membership in that denomination's official control body, not just the name on the label.
