Secil is Portugal's second-largest cement manufacturer, founded in 1918 at Outao near Setubal. The company operates cement plants in Portugal (Outao, Cibra, Maceira), Angola, Lebanon, and Tunisia, producing ordinary Portland and specialty cements for construction markets. Secil is part of the Semapa Group and exports cement to the Iberian Peninsula and lusophone Africa.
