Secil est le deuxième producteur de ciment du Portugal, fondé en 1918 à Outao, près de Setubal. La société exploite des cimenteries au Portugal (Outao, Cibra, Maceira), en Angola, au Liban et en Tunisie, produisant des ciments Portland ordinaires et spéciaux pour les marchés de la construction. Secil fait partie du groupe Semapa et exporte du ciment vers la péninsule ibérique et l'Afrique lusophone.
