Okayama Kobo è stata fondata da Tsunetaka Kawakami nel 1986. Non avendo i fondi per proseguire gli studi universitari, Kawakami si manteneva lavorando in una catena di piccole panetterie, lavorando e facendo pratica finché alla fine le sue capacità non eguagliarono quelle del suo supervisore. Kawakami ha continuato a costruire la propria attività autogestita con l'apertura della sua prima panetteria, Okayama Kobo Liaison, e successivamente della sua seconda panetteria, Okayama Kobo Kunitomi.
