Dangerous goods in wholesale trade: what everyone forgets
A surprising share of ordinary wholesale products, perfume, aerosols, power banks, peroxide cleaners, are legally dangerous goods. Nobody tells a small trader until a parcel bounces, a container is held, or a fine arrives. This page is the missing briefing: what the classes mean, whose rules apply, the traps that cost money, and the paperwork that keeps you out of them. The 9 hazard classes, in plain words
The UN Model Regulations sort everything dangerous into 9 classes; every transport rulebook in the world builds on them (UNECE ).
Class 1: Explosives. Things that can detonate or deflagrate. Everyday examples: fireworks, car airbag inflators.
Class 2: Gases. Anything under pressure, flammable or not. Everyday examples: aerosol cans, camping gas cylinders.
Class 3: Flammable liquids. Liquids that catch fire easily. The surprise: perfume and sanitizer count, because of the alcohol. Everyday examples: perfumes, ethanol hand sanitizer.
Class 4: Flammable solids. Solids that ignite from friction or heat. Everyday examples: safety matches, magnesium powder.
Class 5: Oxidizers and organic peroxides. Substances that feed a fire with oxygen. This is the class that stops hydrogen-peroxide sterilant cartridges from travelling with other cargo. Everyday examples: peroxide sterilants, fibreglass repair catalysts.
Class 6: Toxic and infectious substances. Things that poison or infect. Everyday examples: pesticide concentrates, lab specimens.
Class 7: Radioactive material. Rare in wholesale, but it exists in everyday items. Everyday examples: industrial radiography sources, smoke-detector components.
Class 8: Corrosives. Substances that eat through skin or metal. Everyday examples: drain cleaner (sodium hydroxide), industrial acids.
Class 9: Miscellaneous. The modern catch-all, and today's most common one: lithium batteries live here. Everyday examples: power banks, magnetized parts.
Whose rules apply: one cargo, different rulebooks per transport
The same carton follows a different rulebook on a truck, a ship and a plane, and a multimodal shipment must satisfy each leg's rules. What everyone forgets: the strictest leg decides. A product fine for the road can be forbidden for the plane.

National specifics worth knowing

The traps everyone forgets
- Segregation: some cargo may not share a container
- The IMDG Code keeps reacting classes apart on a ship (an oxidizer away from a corrosive, chemicals away from food). Forget it, and the terminal splits or decontaminates the box at your cost. This is why a peroxide sterilant travels alone even when the container has room.
- Air freight: some goods effectively do not fly
- Lithium batteries above set limits, strong oxidizers, many aerosols are banned from passenger aircraft or restricted to cargo-only planes with airline-specific variations (IATA lithium guidance ). Plan sea or road for such goods from the start.
- Limited and excepted quantities: real relief, sharp edges
- Small retail-size inner packagings (think perfume bottles in a carton) can ship with reduced DG formality, but the relief has strict per-inner-packaging and total-mass ceilings. One carton over the line and the whole shipment needs the full regime it does not have.
- Packing groups: the box is part of the law
- Classed goods carry a packing group (I high danger, II medium, III low) that dictates certified UN-spec packaging. An ordinary carton is not a legal container for them, however sturdy it looks.
- Undeclared dangerous goods: the expensive silence
- Slipping classed goods into general cargo is treated as a safety violation, not paperwork sloppiness: carrier fines, cargo destroyed without compensation, and in serious cases prosecution (PHMSA ).
The paperwork a DG shipment travels with
- Dangerous goods declaration (the transport document naming UN number, class, packing group).
- The manufacturer's SDS, 16 sections; section 14 is the transport one. Always the manufacturer's own, never a generic download.
- Container packing certificate for sea freight.
- A monitored 24/7 emergency phone number on the papers; clearance stops without it.
- Trained people: in Europe a certified dangerous goods safety adviser (DGSA, ADR 1.8.3) for companies regularly shipping or packing DG; documented DG training for air shippers; annual PHMSA registration for the US.
8 mistakes that cost small traders real money
- Assuming a courier takes any box that fits the size limits. Hidden aerosols or batteries get scanned, the parcel bounces, and you pay storage while it sits in a depot.
- Reusing ordinary cardboard boxes. Dangerous goods need UN-specification packaging; the wrong box means rejection at the port and, worse, your cargo insurance quietly stops covering the shipment.
- Googling a generic safety data sheet instead of getting the manufacturer's own SDS. The UN number on a generic sheet may not match your actual product, and a wrong declaration is treated as YOUR misdeclaration.
- Judging by smell and looks. If it smells like perfume it is probably Class 3 flammable liquid; 'it is just cosmetics' is how undeclared-goods fines start.
- Shrink-wrapping incompatible products onto one pallet (bleach next to acids, food next to chemicals). Terminals will split, hold or decontaminate the cargo at your expense.
- Forgetting the 24/7 emergency phone number on the transport document. Clearance stops until a monitored number is verified.
- Shipping lithium-battery electronics without checking state-of-charge and packing limits. Airlines confiscate and destroy sample batches; nobody compensates you.
- Relying on the small-quantity relief without doing the arithmetic. Limited Quantities have per-inner-packaging and total-mass ceilings; one carton over the line and the whole relief vanishes.

- How do I know if my product is a dangerous good?
- You do not guess and we do not tell you: the manufacturer's safety data sheet (SDS) does, in section 14 (transport information), which names the UN number, class and packing group. If a product has an SDS at all, read section 14 before booking any freight. Perfume, sanitizer, aerosols, power banks and peroxide-based cleaners are all classed goods that people routinely mistake for ordinary cargo.
- Why can some goods not share a container?
- Because some cargo pairs react: an oxidizer next to a corrosive, chemicals next to food. The IMDG Code's segregation rules say which classes must be kept apart on a ship; a forwarder applies them when planning the box. Mixing them anyway means port holds, forced unpacking or decontamination, all billed to the cargo owner.
- Why is air freight so restrictive for dangerous goods?
- A fire at 10,000 metres cannot be escaped, so the air rules (ICAO Technical Instructions, applied by airlines through the IATA DGR) ban or tightly limit the highest-risk items: lithium batteries above set limits, strong oxidizers such as concentrated hydrogen peroxide, many aerosols. That is why some products travel only by sea or road, only cargo-aircraft, or only in small excepted quantities.
