- The packing list must match the commercial invoice: a mismatch is a common cause of customs holds.

What is the difference between a packing list and a commercial invoice?
The commercial invoice states the value and terms of sale and is used to assess duty. The packing list states the physical contents, quantities, weights and dimensions of each package and is used to check and handle the shipment. Both should agree on quantities.
